Otto serves as Vice President Defense with a focus on autonomous air vehicles and other aviation systems. He brings over thirty-five years of uniformed military service, defense civil service, and defense industry analysis to understand the acquisition, technology development, and operational sectors of the national defense community.
Otto is a Founding Member of MSi. Prior to joining the company, Otto served as Director of Staff in the Air Staff’s Cyber and Space Directorate for a two-star general responsible for Cyber and Space Policy within the Air Force. His previous assignment was Director of Technology Outreach, US Special Operations Command as senior military advisor to both the Director of Science and Technology and the Commander of US Special Operations Commander.
Otto is a career Navigator having flown the B-52, FB-111, and Special Ops HC-130, served aboard two US Navy aircraft carriers, and two deployments to Iraq including with SEAL Team FIVE and commander of four unmanned aerial vehicle detachments. He has extensive special operations staff and operational service, and as a DoD civilian, served as the first Chief of Planning for the Naval Special Warfare Command.
He has helped multiple companies understand the defense acquisition process and prepare concept of operations analysis. He is a retired Colonel with numerous awards and decorations. Otto holds a bachelor’s in history from The Ohio State University, is a graduate of the Air Command and Staff College and the Air War College and completed the Strategic Air Command Tactics Course.
